$500 ACA Refund Checks October 2026: Who Qualifies and When Payments Arrive

The Trump administration says nearly 1 million Americans will receive $500 Affordable Care Act refund checks in 2026. Payments are expected to reach eligible consumers during October.

The White House describes the money as a refund of excess fees collected from insurers participating in the federal HealthCare.gov marketplace.
 

Who qualifies for the $500 refund?

Having ACA insurance alone does not guarantee eligibility. According to the White House, recipients generally must:

  • Have purchased coverage through the federal marketplace.

  • Have paid their full premiums without premium assistance.

  • Live in one of the 30 participating states.

The states are Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Hawaii, Indiana, Iowa, Kansas, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin and Wyoming.

People who received premium tax credits or enrolled through a state-run exchange may not qualify.
 

When will the checks arrive?

The administration says checks will be mailed during October 2026. There is no public individual delivery schedule, so arrival dates may vary.

Eligible consumers should watch their mail for:

  • A U.S. Treasury check.

  • An official letter explaining the payment.

  • Information identifying the check as an ACA refund.
     

Do you need to apply?

No separate application or claim process has been announced. The refunds are described as automatic payments for consumers identified as eligible.

Do not pay anyone to claim the money. Avoid responding to unsolicited calls, texts or emails requesting your Social Security number, bank information or other sensitive details.

Verify suspicious notices through HealthCare.gov or the government agency listed in the official correspondence.
 

Where did the money come from?

The administration says the refunds are funded by surplus user fees charged to insurers using the federal marketplace.

For the 2026 benefit year, the Centers for Medicare & Medicaid Services set the federal exchange user fee at 2.5% of monthly premiums.

The White House says nearly 1 million people will receive $500 each, making the total program worth approximately $500 million.
 

Why ACA premiums may be higher

The payments come as many Marketplace consumers face higher health insurance costs. Enhanced ACA premium tax credits expired at the end of 2025.

KFF reported that average monthly premium payments increased from $113 in 2025 to $178 in 2026, a 58% rise.

Because of those higher costs, a one-time $500 refund may not cover every household’s increased premiums or out-of-pocket expenses.
 

What to do if you think you qualify

  • Confirm that you bought your plan through HealthCare.gov.

  • Check that you lived in one of the 30 participating states.

  • Monitor your mail throughout October.

  • Do not pay a fee to receive the check.

  • Verify suspicious messages through official government websites.
     

Bottom line

Eligible ACA consumers in 30 states may receive automatic $500 refund checks during October 2026. The payment is aimed at people who bought coverage through the federal marketplace, paid full premiums and did not receive premium assistance.

No separate application has been announced. Watch for official Treasury correspondence and be alert for scams.
